Why is fuel so expensive in Sweden?

Taxes account for more than half the price

The price you see at the pump is far from what crude oil actually costs. For petrol 95 and diesel, energy tax, CO₂ tax and VAT (25%) together make up over 50% of the final price. Sweden's CO₂ tax is one of the highest in the world — a policy tool designed to steer consumers toward greener alternatives. VAT is applied on top of the total amount including excise duties, meaning you effectively pay tax on tax. When the crude oil price doubles, Swedish pump prices rise by only around 35%, because the fixed tax component cushions the swings.

Where does the crude oil come from?

Sweden imports most of its crude oil from Norway, whose North Sea fields make it one of Europe's most important oil producers. Since EU sanctions against Russia took effect, imports of Russian crude have dropped to zero — completely ceased as of September 2024. Sweden supplements this with purchases from the US, the Middle East and North Africa, diversifying supply and reducing dependence on any single source.

Refining — Preem dominates

Preem refines the majority of fuel sold in Sweden. The company owns Preemraff Lysekil — the Nordic region's largest refinery, with a capacity of 220,000 barrels per day and in operation since 1975 — as well as a refinery in Gothenburg. Together they control around 80% of Swedish refining capacity. The second player is St1, whose Gothenburg refinery supplies fuel to the Shell network across Sweden, Finland and Norway. Crude oil is converted at refineries into petrol, diesel, jet fuel and lubricants through distillation and chemical processes. The refining margin — the difference between the crude oil price and the value of finished products — affects the final price but is rarely visible to consumers.

Who sells fuel in Sweden?

The Swedish fuel retail market is dominated by four chains. OKQ8 leads with around 32% of stations, closely followed by Circle K (including Ingo) at 31%. Preem holds just under 11% and St1/Shell a similar share. The rest is split between players like Q-Star, Din-X and Tanka. Price competition between chains is fierce in major city regions, while rural stations often face little local competition. Discount chain Tanka — known from Volvo facilities and industrial areas — drives prices down and forces larger players to follow.

Ethanol and HVO — cheaper thanks to tax exemptions

Ethanol (E85) and HVO100 (biodiesel) are exempt from energy tax and CO₂ tax, an exemption approved by the European Commission through 2026. This allows these fuels to be cost-competitive despite higher production costs. HVO100 is made from vegetable oils and residues and reduces CO₂ emissions by up to 90% compared to fossil diesel. Ethanol E85 has a lower energy content per litre — consumption increases by 25–30% — but the price per litre is low enough that the total cost per 10 km is comparable to petrol 95.

Why do fuel prices rise quickly when oil goes up but fall slowly?

This is called the rocket and feather effect. Petrol prices react quickly upward but fall slowly — companies adjust margins and inventory asymmetrically. Competitive pressure is lower when prices fall.

How is the petrol price determined in Sweden?

The pump price is built from the crude oil price in USD (converted to SEK), refining cost, distribution, retailer margin, energy tax (3.67 SEK/l 2024), CO2 tax (2.94 SEK/l) and 25% VAT applied on everything including the taxes.

What is included in the petrol price?

Why is petrol more expensive in Sweden than in Poland?

Sweden has one of Europe's highest CO2 taxes. Poland has lower taxes and partially subsidises fuel. The crude oil cost is the same — the difference is created by tax policy.

How does the SEK exchange rate affect fuel prices?

Crude oil is priced in USD. A weak krona makes imports more expensive and raises the pump price. During 2022-2023 the krona's weakening added up to 1-2 SEK/litre extra.

Is HVO100 better than diesel environmentally?

Yes. HVO100 reduces CO2 emissions by up to 90% on a lifecycle basis compared to fossil diesel. However, it requires raw materials such as vegetable oils and industrial residues.
